Northbound Travel currently enters Guangdong only via HZMB, not Heung Yuen Wai / Liantang. To cross at Liantang, park here and walk through the terminal.
Who can apply
- Owner: valid HKID and Home Return Permit; HK and Mainland licences if you drive; must be the registered owner.
- Vehicle: privately owned non-commercial car, ≤8 seats, under 6 m, valid HK licence. Regular Guangdong–HK quota or one-off special quota cars cannot apply.
- Drivers: up to two nominees, each with HKID, Home Return Permit (or passport + visa), and both licences.
- Stay: 30 days per entry, 180 days per year, within electronic plate validity.
- Application is free. Inspection and RFID are charged. Apply with one car only if you own several.
How to register
- Ballot on the Transport Department Northbound Travel site (usually two rounds a month).
- If selected, submit within ~13 calendar days: HKID, Home Return Permit, vehicle registration; HK inspection cert if 6+ years. Drivers need both licences and a nomination form.
- Both governments vet the file. Inspect at a designated HK centre (CIC or CTS); Mainland filing if asked.
- Buy Mainland 交強險 or HK equivalent-recognition cover and upload it.
- Mainland issues a temporary electronic plate; TD emails confirmation in about 3 working days.
- Book specified dates, then enter Guangdong via HZMB Hong Kong Port.
Insurance
- You must hold Mainland compulsory motor insurance (交強險) or an HK “equivalent recognition” add-on.
- Easiest: add equivalent recognition to your existing HK motor policy so one policy covers both sides.
- Cover must last the stay and match the electronic plate (max one year). Invalid policies stall approval.
- Enter the policy number / upload it on the Mainland system. Optional commercial third-party is recommended.
Booking the crossing
- Outbound via HZMB Hong Kong Port only. Return to Hong Kong needs no booking.
- Tue/Wed (except specified dates) need no booking. Mon, Thu–Sun, holidays and eves, and HZMB toll-free days must be booked.
- Next month’s specified dates open on the 15th, first come first served. Book or cancel by 12:00 noon the day before.
- One outbound slot per day. No booking, wrong slot or a no-show can suspend the scheme.
- From 13 Oct 2025 closed-road permits are not required; keep any existing permit until it expires.
